Meeting Concentration Targets in the Post-kyoto World: Does Kyoto Further a Least Cost Strategy?
نویسندگان
چکیده
Preliminary analysis based on an aggregate model of global carbon emissions suggests that constraining emissions to the levels that would be imposed by compliance with the results of the Kyoto negotiations can increase the discounted cost of ultimately limiting atmospheric concentrations. Kyoto targets can be either too restrictive or too permissive depending upon the (currently unknown) trajectory of carbon emissions over the nearto medium-term and the (as yet unspecified) concentration target that frames long-term policy. The discounted cost of meeting low concentration targets like 450 ppmv. is diminished by allowing large sinks and/or by imposing more restrictive near-term emissions benchmarks (even if only Annex B countries are bound by the Kyoto accord). Conversely, the cost of achieving high concentration targets like 650 ppmv. is diminished by disallowing sinks and/or by imposing less restrictive emissions benchmarks. Intermediate concentration targets like 550 ppmv. look like high concentration targets (favoring no sinks and expanded nearterm emissions) along low emissions paths; but they look like low concentration targets (favoring the opposite) along high emissions paths. Emissions trajectories that lie above the median, but not excessively so, represent cases for which adjustments in the Kyoto emissions benchmarks and/or negotiated allowances for sinks have the smallest effect on the cost of mitigation.

Antibiotics Removal in Biological Sewage Treatment Plants
This study investigated the occurrence and removal of 12 antibiotics (ciprofloxacin, enrofloxacin, levofloxacin, norfloxacin, nalidixic acid, azithromycin, clarithromycin, roxithromycin, lincomycin, novobiocin, sulfamethoxazole, trimethoprim) at four sewage treatment plants (STPs): two STPs in Kyoto, Japan and two STPs in Beijing, China. The STPs differed in design and operation conditions, uti...

متن کاملMulti-Gas Strategy in Committing to the Kyoto Protocol
Though the Kyoto Protocol concerns six greenhouse gases, most appraisals in the past have focused exclusively on CO2. But it is now acknowledged that, at least for some countries, there is an important potential of abating non-CO2 greenhouse gases with a relatively low cost. It is then the topic of the paper to present a multi-gas assessment of the Kyoto Protocol and to compare the results with...

متن کاملThe Role of Non-CO2 Greenhouse Gases in Meeting Kyoto Targets
Preliminary analysis indicates that careful consideration of non-CO2 greenhouse gas emissions and sinks from a variety of sources as provided in the Kyoto Protocol is warranted. Sources, projections, abatement options and uncertainties in these estimations are investigated in support of Post-Kyoto assessments of burden sharing in the European Union. Despite large uncertainties, evidence is give...
